Comprehensive Guide: Montenegro’s New Visa Regime (Effective November 1, 2026)
To fully align its visa policy with European Union standards and Schengen Area rules, Montenegro has adopted and officially brought into force a new Ordinance on the Visa Regime.
The most significant update, effective November 1, 2026, is the revocation of visa-free entry privileges for citizens of 5 countries:
- Turkey
- Russia
- China
- Belarus
- Saudi Arabia
Nationals of these five countries can no longer enter Montenegro using only a standard passport without a prior visa or a recognized exemption.
1. Overview of Entry Rules by Country & Document
A: Entry via National ID Card Only (Up to 30 Days)
Citizens of the following countries can cross the border, transit, and stay in Montenegro for up to 30 days using only a valid national ID card:
- European Union (EU) Member States
- Regional & European Partners: Albania, Bosnia and Herzegovina, Serbia, North Macedonia, Kosovo, Iceland, Liechtenstein, Norway, Switzerland, San Marino, Monaco, Vatican City.
Important Clarification for ID vs. Passport Entry (Serbia, BiH, Albania, EU, etc.):
- If citizens of these countries enter using only a national ID card, the maximum allowed stay is capped at up to 30 days.
- If the same citizens enter using a valid passport, they receive the full visa-free stay allowance of up to 90 days (within a 180-day period).
Category B: Entry via Passport Without a Visa (Up to 90 Days)
Citizens of over 80 countries may enter Montenegro with a valid passport and stay for up to 90 days within any 180-day period without needing a visa.
This list includes:
- All EU and Schengen Area member states
- Western & Overseas Nations: USA, Canada, United Kingdom, Australia, New Zealand, Japan
- Latin American & Asian Visa-Exempt Nations: Brazil, Mexico, Colombia, Israel, South Korea, Singapore, United Arab Emirates, etc.
Citizens of countries not on the visa-free list (including India, Turkey, Russia, China, Belarus, Saudi Arabia, and other non-exempt third countries) must obtain a visa in advance prior to departure.
2. Key Exemption: Third-Country Visa Recognition (Schengen / Western Visas)
Citizens of countries that now fall under the visa requirement (such as citizens of Turkey, Russia, China, India, Belarus, and Saudi Arabia) DO NOT need a separate Montenegrin visa if they fulfill the following condition:
- They hold a valid multiple-entry visa or a residence permit issued by:
- Schengen Area / EU member states
- United States of America (USA)
- United Kingdom (UK)
- Canada, Australia, Japan, New Zealand, or Ireland
Duration of Stay Under This Exemption:
Entry based on a valid Schengen/US/UK/Western visa or residence permit allows a maximum continuous stay of up to 30 days (and no longer than the expiration date of the underlying visa or permit).
3. Visa Application Procedure (Visa C and Visa D)
If an applicant does not hold a qualifying Schengen, US, UK, or Western visa/residence permit, they must complete the standard application process for a Montenegrin visa.
Visa Application Procedure (Visa C and Visa D)
If an applicant does not hold a qualifying Schengen, US, UK, or Western visa/residence permit, they must complete the standard application process for a Montenegrin visa.
Visa Types- Visa C (Short-Stay Visa):
- Intended for tourism, business trips, or private/family visits.
- Allows a stay of up to 90 days within a 180-day period (issued for single, double, or multiple entries).
- Visa D (Long-Stay Visa):
- Intended for individuals planning to stay for more than 90 days for employment, family reunification, studies, research, or business setups (a prerequisite for applying for temporary residence permits in Montenegro).
Application Submission & Locations
- Diplomatic & Consular Missions (Embassies/Consulates): Applications must be submitted in person at Montenegrin diplomatic missions abroad.
- VFS Global / Visa Application Centers: In countries where Montenegro does not maintain an embassy or where request volumes are high (such as Turkey, Russia, India, China), processing and biometric collection are handled via authorized VFS Global application centers.
- Partner Embassies: In countries without Montenegrin representation, visa issuance may be handled by partner EU embassies based on bilateral representation agreements.
Note: Visas cannot be issued upon arrival at border checkpoints or airports inside Montenegro.
